Inconsistent weight of OEM rims?

I bought a set of style 43 OEM rims (just rims, no tires) from a guy on another forum. He was nice enough to scan the shipping receipt and send it to me. I noticed on the receipt each rim weighed a different amount. The weights are as follows:

22lb 13.0oz
23lb 2.0oz
23lb 10.2oz
24lb 0.2oz

Is this normal?

Are there weights on the inside of the wheels?

also, shipping scales aren't legal (they're innacurate)

Thanks for the response, propr'one. I'm not sure if he left the balancing weights on the wheels when he had the tires removed (that's what you're asking, right?).

It's good to know shipping scales aren't legal. But assuming the same scale weighed all the rims, shouldn't it weigh all the rims the same?

Keep in mind that weight includes the packaging, tape, box, etc. Any difference in those will make a difference.

I have shipped in dozens of wheels, none of them have had the same weight.

Thanks for the replies, guys.

I pm'd him and just asked him about this. He said the packing material was different in each of the boxes (along the lines of what Jay said). So I guess that's that (hopefully).
