Will grounding your car or source of power (in a better way) take out distortions .. Yes!
Will that piece of crap for $8.99 do the same ... Maybe?!?

I have tried a similar product in the past, I used to get a hummm from my stereo that would increase in pitch with the rpm of the motor. In my expirience these products don't work, you can try using heavier Ga ground wires, if you have an amp you can try making the ground longer and coiling it.
My $.02
If you do buy this one from eBay, please report back on your finding.

For alternator whine, you need to use a ground loop insulator. They actually work
