what are reasons as to why the car cannot idle wthout wanting to turn off? the rmp drops to like 500 and shotsup to 1000 then drops again

vacuum may be the problem!
my intake boot has cracks on it...i swear to my penis if this is the reason why im going to .... do nothing but replace it.
