How do u pay with VISA? How would you do that if not buying from a business of some sort?? Sorry if this is a stupid question, but I would gladly wanna do this, and I think the advice could help someone else from falling into a similar trap.
To the OP, Man this is terrible to hear, but its amazing that your making that mother@#$%er pay for this shit, hopefully you get your cash.

man, if u have his address... if i was you, i would get a plane ticket to where ever the hell he lives and go get the money myself, in person. doesnt matter if it costs me more to go there... i'd do i out of principle.

Nah... got screwed over by another piece of shit, paid by PayPal/Mastercard. Never got deck or money or response from seller.
Opened claim with PayPal, they decided in my favor, but told me that they can not get money from the guy since his PayPal account is empty (no wonder). PayPal is also refuses to give out his details due to privacy.
Claimed fraud with Mastercard, will see what happens next.

Same thing happened to me, paid $1500 for wheels for my SVT, got scammed, paid via paypal with american express. Paypal is useless when it comes to claims, they basically say as long as you have a tracking number supplied to you, they don't care. Filed a complaint with Amex, they had my money back to me in 5 months. 5 months is a long wait, but in the end I had my money back, and as soon as you put in a complaint, the amount on the credit card shows as "disputed charge" and you don't get interest charges on that amoun till the dispute is resolved.
Credit cards may be evil, but they do alot of good too.
