How hard is it to put the 87 is valance on a 89 car w/ plastic bumper?

My car is 1989 and I'm slightly considering putting a 1987 valance on my car. I want to keep the plastic bumper. How hard is this conversion? Is it a simple bolt-on, or are there some other modifications to make?

Nah, someone did it just bolting it up.

To make it look good you have to shorten it. Can you sand?

you would be sanding for quite awhile. You need to take off like 3 inches i think. It protrudes into the wheel well quite far.
