Brakes lines rusted through with 115k!?!?!?!?!

Vehicle: 1998 Dodge Durango 5.2L V8.
115,000km, warrenty was 5 year 100,000km which ever comes first.

Story (in short): Mom was driving to the GO station in the other morning and while stopped at the lights ABS and Parking Brake lights go on. Brake pedal goes soft. My mom made it safely to the Go station. I checked it out after when while still at the station and the brake fluid was really low. I topped it off, turned on the truck and got her to press the brakes. Fluid came pissing out right before the driver side rear tire. While not on the brakes it drips consistently. Checked it out last night and ALL the brake lines were rusted and there were holes in the brake lines for the rear brakes.
Now, my brother and I found a recall for a related issue back in 2000 but we were never told. All the brake lines either should or must be replaced because of the condition. He's calling Dodge/Diamler Chrylser today to figure this out.

Questions: Should Dodge pay for this? Should this of been a recalled vehicle?
Aren't brake lines supposed to be rustproof?
My old 1996 Dodge Stratus with 250,000km never had any issue with its brake lines. My Dad's first car (1983 Renault Encore) after 400,000km+ never had an issue like this. WTF is going on?

Summary: VEHICLE DESCRIPTION: SPORT UTILITY VEHICLES. THE REAR BRAKE TUBE CAN CONTACT AN UNDERBODY CROSSMEMBER EVENTUALLY WEARING A HOLE IN THE TUBE.
Defect Consequence: IF THE TUBE WERE PERFORATED, THERE WOULD BE A REDUCTION IN BRAKING FROM THE REAR WHEELS, INCREASING STOPPING DISTANCES.
Remedy: DEALERS WILL INSTALL A RUBBER ISOLATOR ON ALL VEHICLES THAT DO NOT INDICATE TUBE CONTACT. VEHICLES THAT SHOW CONTACT AND HAVE LESS THAN 45,000 MILES AND NO SIGNS OF RED RUST WILL HAVE THE RUBBER ISOLATOR INSTALLED WITH SILICONE TO PROTECT THE TUBE WHERE THE COATING HAS WORN OFF. VEHICLES THAT EXHIBIT CONTACT, AND HAVE MORE THAN 45,000 MILES OR SHOW SIGNS OF RED RUST, WILL HAVE THE BRAKE TUBE REPLACED WITH THE PRODUCTION TUBE AND ISOLATOR.

brake fluid collects water over time, this is why it is imperitive to be up to date with your brake fluid flush. the longer you have it sitting there, the more water it collects. that water and contaminants will speed up the rusting process and your brake lines will rust from the inside out.

how come it hasn't happened on all of our other cars?
and with only 115,000km. also, am i supposed to get under the truck every month and check inbetween the frame rails to see the condition of the brake lines?
then end up spending $1000 or w/e to replace them every 100,000km?

Yeah I've never heard of brake lines rusting out like that, never mind after only 115K. It's got to be a manufacture defect, I'd press them on that recall

its been undercoated when bought and then again 2 years later and again i think in 2001 or 2002.
