Plastic badges are not conductive. My door handles give off electric pulses when the car alarm goes off though. Not fun to try to go for the handle and ZZAPPPPP ZAAAPPP ZAPPPP repeatedly. It's also illegal.

To protect your valve caps from theft, try this...
Valce cap security

For the badge, 12 volts won't provide much shock. I think 90 v is minimal. DC is lethal though. A DC shock will cause the muscles to spasm, and the person will not be able to remove his/her hand. AC shocks are safer because the voltage drops to zero as the current switches direction, allowing the person to regain control of the spasming muscle momentarily.

Try smearing fresh dog shit on the badge. See who want's that one....
