Which law prohibits it? I've been looking over the highway traffic act.

radar detectors / jammers are useless. I have one. its not in my car. its illeagal and dont work

Highway traffic act, section 79,

"“speed measuring warning device” means any device or equipment designed or intended for use in a motor vehicle to warn the driver of the presence of speed measuring equipment in the vicinity and includes any device or equipment designed or intended for use in a motor vehicle to interfere with the effective operation of speed measuring equipment. 1996, c. 33, s. 12.

Speed measuring warning device prohibited

(2) No person shall drive on a highway a motor vehicle that is equipped with or that carries or contains a speed measuring warning device. 1996, c. 33, s. 12.

Powers of police officer

(3) A police officer may at any time, without a warrant, stop, enter and search a motor vehicle that he or she has reasonable grounds to believe is equipped with or carries or contains a speed measuring warning device contrary to subsection (2) and may seize and take away any speed measuring warning device found in or upon the motor vehicle. 1996, c. 33, s. 12.

Forfeiture of device

(4) Where a person is convicted of an offence under this section, any device seized under subsection (3) by means of which the offence was committed is forfeited to the Crown. R.S.O. 1990, c. H.8, s. 79 (4)."

This refers to

A) detection, not jamming
B) a device, where as something like "VEIL" would not be a device at all.

Im pretty sure something like VEIL could still be grey area, as it has other uses (might as well) than laser interference

Well, try it out. If you get caught, you seem to have a decent case in court. Make sure you reference the most up to date version of the HTA.

The HTA is purposely written to be vague in order to screw you. Yes, jammers are illegal. No, you have no argument in court. Yes, your insurance will rape you when they find out.

It's not worth it, just slow down or pay the "road tax" like the rest of us.

If there's a loophole, why not exploit it. If you dont want to ask any questions, never push the limit, buy a 1992 tercel

If you have more money than brains, then good luck

Seriously though, it's not worth the hassle. There are very few loopholes because the HTA is so vague! And in this case this is not a loophole; the word interfere is clearly written. You're not winning this one.

I just talked to my lawyer who's over for xmas. If i got charged with that violation i would probably beat it, and not be given the fine + jail time, but it would not work on a concurrent level

Unless u have family or know someone in the US its hard to get a V1. They only ship to US addresses, and you have to be in a state that allows radar dectores. Not to mention the $400US cost it brings with it.
