Getting rid of spots

Does anyone know how to get rid of the little black spots that's accumulated on my polished rims?

I've been less than perfect in cleaning my rims on a regular basis.. everything has been soaped off the best they can.. but these little black splotches (which i assume is from baked on brake dust) are impossible to scrub off..even with simple green!

Any suggestions?
