get Microsoft Image Resizer
http://download.microsoft.com/downlo...ertoySetup.exe

Then just right click on the imaghe and select resize

if you have photo shop you can do it easy as pie. just go to image image size make sure theres a check in the box for constrain porportions then just type in the size you want.
