yes, this is the 20" apple cinema display and im not sure if it will work with any other PC

amg, yes , you can, but you need an adaptor, if this is the older model. ( adc to dvi).

P.S. you also need a videocard that supports the resolution... (Common sense...) ^^ That adaptor will not work, you cannot run the 20" on vga, only on DVI. Vga does not support those resolutions.
