That's not entirely true, your tires will only contract if the air around the tire is warmer than the air within the tire, thus there is more air pressure outside which presses inwards.
However, the air outside of the tire is pretty much the same temperature as the air inside the tire, thus the pressure levels have both dropped at the same rate.
I think most people over inflate just to eliminate flat spots because the tires sit on one spot for an extended period of time.
