I legit passed it last time just as the car sits, I just used a universal 3" magnaflow high flow cat (flanged for easy install/removal of course). Make sure you have your fueling dialed in and (and obviously running closed loop stoich at part load points) and its not a big issue. Regarding the new law, I haven't done it yet since its been implemented but I don't think it will be an issue, from what I understood its for 1997 and later, mine is a 1996 (first year OBD2) so I think I'll still be having a sniffer test, I guess I will find out in the spring, I am due again.
