318 M42 Low idle/ faulty tach?

Just wanted to find out if you guys could help me out.

The car seems to have a very low idle as per the tach, around 400 when the engine is warm or cold. The M42 seems to have a lot of rough idle issues from other forums, but my car doesnt really have a rough idle just very low idle. It runs fine through the gears and accelerates fine, but the tach needle doesnt really move that much.

Would a change of instrument cluster fix this? or is it some other issue?

Has it always done this? Wonder if someone put a 325 cluster in and did not change the coding pin?

Does your gas gauge say 55 or 60 liters?

Yes, its always been like this for as long ad I have had the car. Which is not that long.

Gas guage says 55.
