Help! High beam question

Hey guys I have a safety test tomorrow and my high beams dont work. I looked at the fuses and they're fine. The i looked online for the highbeam relay and it seems that its not there entirely. Am I missing something here? The car came with projectors. Its a 98 M3.

Anyone have any idea whats going on with this? Also the fog lights are disconnected as one of them got hit by a rock.

Edit: Previous owner said that the bulbs should be in there but I don't think he knows for sure if they are as the projectors were in there and he never used high beams while he had the car. I'm realizing my freakout is probably caused by lack of bulbs.
