Safety and etested
Preferably 325 or 328
Needs to be standard

the body doesnt have to be good as long as it passes safety

the body is part of the safety..you can't have holes all over it and expect it to pass. especially on floor boards or rear valance. If exhaust fumes can enter the cabin they won't pass it. Body is part of safety. Minor rust ok, maybe rusted out fender ok. but nothing structural, or floor related.

mild rust yes, bad rot no. the shop won't certify this because it is their license on the line. Besides, they'd want to make some money so they'd probably want your business to fix it. Depends on where you go. If you buy something like that chances are it won't be in certifiable condition.
