Ever go to a car show? See all those things called Hot-Rods? They all drive down the road. Heck there was a 57 chev I seen last week was tubbed out with 2ft wide drag tires on it... and it's on the road. I seen a car that was pretty much hand made.
I passed inspection on my old e30, the backup light switch on the trans wasn't working so I rigged up a toggle for it on the dash and labeled it for the guys so they could test it. PASS. Needs to be original... whatever. That guy was just being an ass.
All I can suggest is dumb it down a bit, put some stock wheels on it or remove anything that stands out too much, then take it someplace else.

Thanks but I already have it appraised and insured in Ontario 100% no problems at all....

In Quebec they have their own rules...the goverment regulates what car goes on the road which one doesnt...they have too much power on there hands!! its rediculous...

It maybe an option I dont know...but the really sad part is the frame on this car has never been accidented and is pretty much rust free compared to a lot of them that I have seen. Every bolt on this car has been taken care of.
So far I got 3 options:
1) buy a 2 door for very cheap with a good non accidented body already plated in Quebec (transfer my whole car over) and sell the shell to somebody in ontario looking for a good shell.
2) sell the whole car to somebody that will appreciate the car and take care of it
3) part out every part and start over with another quebec already plated e30...
this is all I can think of right now....
