It's pretty bad and it doesn't look good. Any shops in the GTA that are good in this?

it's not bad. it's just the paint chipping off. you can just have it sandblasted and re-painted.

I just came back from them have them finished two of my rims. The one shown the picture, they did an alright job but not perfect. They also detected a hair line crack which they fixed too through welding.

My concern is, is it safe to fix cracks?

just a tad bit late...but I was going to recommend Union Rim Repair
I have one rim there getting refinished as we speak, hopefully I can pick it up tomorrow.
