The reason it might be slow is mainly due to the hard drive's read/write speed. You can free up some lag by defragging on a regular basis, or by setting your windows virtual memory to be a static swap size, or a small dynamic swap size.
Also, definately get as much ram as you can afford. I do a lot of video and music editing, and it utilizes all 1gig of DDR I have on my system. It does this because I load all my clips or samples into ram because it's much faster to edit than caching off the hard drive.

(A video card that does realtime hardware mpeg2/1 encoding is a must as well, as this will speed things up ten fold)

oh btw, video editing is fairly slow on all machines i've worked with, so all the above will make it faster, but not as fast as we'd all like it to be =)
(working with large files is slow in general)

Yup scsi is a good choice. Hey! I happen to have two or four extra 12,000rpm scsi drives lying around from my raid machine if you want to buy them jon. You'll need a scsi controller, and cables though.

They're 10gigs or so each.

I need to doublecheck that they're actually 10GB, but if they are, they probably only fetch about $60 each now-a-day.
The scsi controller is what will nail you for a couple bills though.
