rim damage

i guess some rust from the wheel hub affected the paint here. any step-by-step process to fixing/repainting this damage?

if you're in the Brampton area, there is a guy called 'Dr. Detail' who fixes rims.

You should be able to fill with putty and sand it. Then use 1z silver spray paint.
