some rust under the driver and passanger side rockers, as well as on the fender
a little rust around the licence plate lights
rustish coloring on the drivers carpet around the gas pedal
rear drum brakes lol

interior is comfort seats, the drivers side is SHREDDED

battery is in the front?
little bit of rust in the trunk lights, smells a little like mildew

auto or 5spd?

tripple/quadruple check rust...pull carpets (if allowed.
it hides very well...a little rust on the outside often means a $hitload lurking around.

There's a little rustish coloring around the drivers gas pedal

It's a 5 speed.

In my opinion, unless you have the time or a garage, and/or you are ultimately buying this
car for parts[dosen't sound like there is much there except the stereo], it will be very hard to certify without becoming a huge money pit. The rust you talk of indicates to me that
this car is far more rusted than you want to know!!
If you insist on getting involved ....$200>>$300 max !!! or tell him to keep the radio and you can take it from him for free [like most scrap dealers would.

Cars with that kind of rust usually have both front and rear shock tower deterioration.
That is just the "tip of the iceberg"......I sincerely wish you all the luck in the world [lord knows you will need it]....and an endless supply of cash]. On the other hand if you are a qualified welder and have a frame rack...lots of time...and a good sense of humor....
by all means.....go for it. Who am I to try and discourage you.

I'm more looking for a price point suggestion then a critique of my hobbies...

Ahh excellent! I'm not sure I'll be able to get that. The seller is asking $2000, as is.

$2000??? you've got to be kidding. The first sign of slight rust and it's a $500 beater/parts car., Rust as you all know is cancer and if you see a little on the surface, then there's 10X hiding beneath! Raise your budget to $3000 and by my car which needs nothing but an engine........maybe, still waiting to see if it's the head or not.

Oh and by the way, I wouldn't touch a car like that unless I was parting it, and price should be $400 or less, way less by the sounds of it with that much rust.
