Have you tried cleaning and greasing everything first? That usually helps.
Also, make sure to bed your brakes in. Google it.
Chances are you haven't been braking hard enough and your brakes have worn poorly. Try braking much harder when stopping or getting off the highway and avoid gently braking which causes the pads to drag, overheat, and wear poorly. You should almost be engaging the ABS.
Of course, make sure nobody is behind you before you slam the brakes.
