Technically it isnt Canadian Spec, which is why you cannot own one. I was wondering who owned the 740 with vanity plates.

no, that is not the reason you cannot own one. (You can get any car CMVSS certified if you have enough $).

Canadian citizens are not allowed to own armored vehicles.
