Unhappy Clear Coat issues?!

Hello all,

This spring I noticed that a bunch of the clear coat on my hood and roof is starting to get... acne for lack of a better description.

I'm seeing a bunch of tiny bubbles all over the place.

Any idea what has caused this?

What can I do to prevent it in the future?

Also what can be done to fix it?

Do I have a poilishing option or is a respray in order?

Any recommended shops I can take it to for a quote?

I've attached pictures below of the blemishes. Most are very small end of a sharpie at most.

wth. it looks like your clear coat is peeling right off - perhaps this is the beginning of rust.
