Not really. The front ones would probably fit since the offset is in the 40s. As for the rear ones, that depends on the offset. If the offset is in the 20s then they won't fit non-M cars.

Not true again. Ask me how I know? I purchased a set of original BMW 17" M68s thinking that they would fit on my non-M E46. Then I found out that they are specially made for the E46 M3 as winter wheels (just like what the op said). The two front wheels have 47mm offset and the two rears wheels have 25mm offset. So the front wheels will fit my car but not the two rear ones.
I would not say this if I do not have them in my possession myself.

Off hand im not sure. But they will fit non m cars. These are non staggered, all 7.5s. My buddy withan e36 has the staggered set up on a slammed 328is, they fit no probs. These will work on m and non m cars no problem.

M68 wheels have different offsets.. they are for M3 and they also have for non-M cars. If M68 wheels fit on an M3, it will not fit on non-M cars period.. and vice versa.

That is correct. There are two different versions of the M68 wheels. The more common version on comes standard on sport package E46s - these are 17x7.5 front and 17x8.5 rear with et +41 and et +50 offsets respectively. Less common is the E46 M3 winter fitment sold by dealers - these are M68s specifically made for the E46 M3 for winter use. They are 17x7.5 all around, with staggered offsets of et +47 and et + 25 rear.
