E39 528i w washer fluid sprayers on headlights - more than one pump?

My car has washer sprayer nozels on the front headlights and the windshield. The sprayers work fine on the headlights but do not spray on the windshild. I still hear the same whizing sound when the headlight nozels spray (when you repeatedly activate the sprayers it only sprays on the lights the first time I believe.... at least that is what it is doing). Is there more then one pump on these models? If so I know its not the pump, but if so it could be that one is shot.

Realoem shows that there are two pumps and two fluid containers. One for the headlights and one for the windshield: http://www.realoem.com/bmw/partgrp.d...85&hg=61&fg=45

I assume that you have checked the washer fluid level and it is at the top.
To get access to the windshield pump/container you will need to remove the front right wheel and the inner fender liner.
