^^not necessarily. I've had one set of wheels shipped via DHL from Germany and another on the way. Both at a cost of only ~US$200, no brokerage/border fees or taxes. You just get the seller to put "return to owner after repair/refurb" on the boxes, and use USPS/Canada Post rather than UPS/Fedex.
