Well, next time they see him they should get his plate. Then they can find out who he is. I generally try not to leave people owing me without having some idea who they are if possible.
Hunting people down can cause a host of problems worse than what's owed in the first place. Just my 2 cents for what it's worth.
I doubt the police would get involved in what seems to be a civil matter.
Oh ok screw it....run him off the road..then pepper spray and nut kick!! lol

I have no intention of doing anything illegal, I just want to find him call the police and they can deal with it. No confrontation from me.
Stephanie's 335i is too cool to use to run him of the road... use the beater!

While talking to him I noticed he said 403 and Mavis, I don't know if anybody can tell what location that is just from looking at the background but hey somebody might!

No worries, although they might not do anything. I'm not the type to just let this slide into the darkness. I've already talked to Halton regional police and I'll go talk to to Toronto region police today after school as well. They surprisingly were very helpful so this might come to a very rewarding end.

You used to be able to do a plate search at MTO for $20 or something like that. Not sure if you still can but that's one avenue.
