So that they can take them home for personal use. Waste tax payer money.
Actually I use to work in the building where all the "officers" if you want to call them that come and report and pick up the car that they are going to have and they have to return it at the end of the shift. They can't take it home unless you are a supervisor or someone with authority in the department.....

Even if you are some one with authority you should not be allowed to take the vehicle home.

i fail to see her logic
actually they use vans when they want to transport a team of officers to special events to "swarm" areas for illegal parking.They also use it when they have to carry equipment to assist the police during huge gatherings (parades,concerts,etc)..mostly warning signs and road barriers.
