Hood: To repair or replace??

I have a 1999 328i e46 and it appears the hood was previously painted. Cheaply. Now I am having an issue where the clearcoat is coming off and there is a bubble forming and a small crack where rust is forming. The front where the vents are is starting to bubble as well. So, my questions it... repair or replace? How much to get a hood properly repaired and painted vs putting on a used hood (no idea on price) or going out and getting a carbon fibre hood for 600-700 bucks. If I could reliably get it fixed and painted I would consider it but as always money is an issue and there are pros an cons to each. I got a good deal on the car (used) but I find body shops look at the logo and the price goes up...

Anyone have suggestions or possible prices?

If you want to get it fixed, I highly recommend Phoenix in Brampton.
They do a great job, and their rates are way better than other shops.
