do you have holes in your valence for foglights? or covers for where foglights could fit?
Do you have a foglight switch beside the headlight switch?
Ideally I think the IS did come with foglights, but I'm not sure. If it did, someone has removed them for a better purpose or they were broken. If not, you will need a switch, some wiring handiness and a fuse. Oh, and some fog lights, preferrably with harnesses.

I'm sure if one were so inclined, you could wire in some fogs the same way you would on any other car to apply aftermarket lights, but doing it with the right switch and the right lights with the right harness would be ideal. I can't tell you if you have the harnesses already or not, but I would say you should ask around for someone that can get you all of these things.
