I am assuming according to my dad's story the cop showed up behind him later down the road, meaning he lost sight, didn't follow him right from that intersection.

Perhaps your father lost sight of the cop but it wasn't so much the case of the cop losing sight of your father. As far as this particular case goes, the insurance slip being expired is a easy to get off of. For the running of the stop sign, you have to ask the cop many questions regarding where he was positioned, how far, etc. As him about details regarding the situation at hand. If he answers that he is not certain or not 100% sure, then you could bring up the fact that it may be possible that he may have been incorrect about your father stopping (I could go into more detail but I gotta leave soon). File for a court date and then request a disclosure of the officers notes so you can better prepare yourself for the trial.

As far as errors on the ticket go, especially with incorrect street names, etc. The ticket can be changed and it's no longer grounds to have the ticket thrown. The only things which will get a ticket thrown on an error is if the officer didn't sign the ticket, if they wrote the incorrect fine amount, or wrote the wrong section of the traffic act to which the offense should match up with.

I was told they have 30 days. 6 months seems too excessive for a time period to issue a ticket.

Ok so the court date is coming up February 13. I'm about to file for disclosure. Anything in particular I should ask for? Also, if I don't get disclosure by then (highly unlikely), can I go in and ask for it to be dropped?

bingo....he was checking the computer to see what other chit your dad might have done...running the plates showed expired insurance.

Man this is too funny

There are very few ppl that just take their tickets and shut up lol
Cops have the right to do whatever they need. Do some abuse it? YA
How the hell can they know if you or some other stranger are lying or what not they dont know and they dont care.

So your dad didnt get raped....... its common and typical to be charged like you dad was.
Goodluck fighting it in court as stated earlier the insurance slip one will mostlikely get dropped. Running a stop sign is WORSE then running a red! Good Luck with that.

if you get your disclosure, one thing you may want to look for is, weather, see if he specifically says it was snowing, raining, dry, sunny, whatever, if its not specific, your dad can say it was snowing heaving that day, and wet snow got stuck to the stop sign and he didn't see it.

Well if I'm gonna play the non-seeing it story, there's something much more plausible. In fact, my dad does not remember the stop sign... There is a bus stop RIGHT at the stop sign. It's very possible a bus was stopped there and my dad just passed it... does that work? or would they bring up shit about passing the bus?

if the stop sign is close to your house or nieghbourhood, or work, they will say its a road you travel daily, and you should know better . . . . if you were in a new city, you can say "I had no idea it was there"

It is close to my house but he just doesn't take this road often. Anyway what I'm most interested in is if I don't get disclosure by court date time, can I request it be dropped in court? I will be going in on that day though anyway for the insurance slip ticket.

they will more then likely tell you that you can go to the date set without a disclosure, or they will amend the date to a later time, the judge will not just drop it. So you will have 2 options if you don't get it in time.
