E39 CCV delete: emission pass?


I am thinking of doing a CCV delete on my car [2003 530i] (it's giving my car a rough start in the winter). I am just wondering what are the pro's and con's to doing that? (Will it pass emission test without CCV?)

My car also burns about 1/2L of oil every 3k or so. I am wondering if deleting the CCV (and may be replacing it with a catch can or doing the 02Pilot mod) will also help with reducing burning oil.

Any feedback is much appreciated!
