X3 battery system alarm while ambient temperature is about - 20 C

While the ambient temperature is abut -20 C, my BMW car battery alarm system kept telling to restart the engine to charge the battery once the car was turned off even after driving over one hour or charged by external charger. The battery was tested by dealer and the battery is good. The dealer says most of the BMW cars have this problem in cold temperature because BMW car does not have block heater and more electricity is required to keep the car in good condition. Did any one have this problem?
