Few things to try...

Remove rear wheel and plastic cover from around the battery. Right in front of the battery on your left will be a shiny silver box with plugs, remove and flip, fuse on other side may be the issue or water. That unit is the module/receiver for the radio functions etc. Had a customers nav/radio not work at all and after checking the two obvious fuses flipped this module and found that 3rd hidden fuse, bingo.

Secondly try this reset function to be sure in USA mode.
E53 (X5) with Navigation system
BM53 withWidescreenMonitor AFTER 9/01
1. Turn the radio on.
Immediately press and hold the 'Select' button for at least 8 seconds. The screen will switch to Service
Mode.
2.
3. The screen will now show the serial number of the radio.
4. Use the "< >" buttons to select the desired service function.
5. Selections for the desired service function can be made by using the radio station preset buttons #1-6.
6. Turn the radio off to leave the service mode.
NOTE:
When selecting the country AREA, push the station preset #1 repeatedly until AREA USA is shown on the
screen.
When selecting the GAL level, use station presets #1-6 to select level.
To turn off/on the RDS function on this radio, push the 'INFO' button and select RDS off/on.

Lastly the receiver/antenna is built into the glass, have you tried looking at the wires (2 I think) running to the rear glass/may be side glass.

If an antenna issue you'd have to rig another antenna for FM, have fun!

Never played with GAL setting but it is the "speed sensitivity setting" or as the Germans say "speed depandent volume". I believe it is mostly set low like 1-2-3.

At any rate, not your issue.
