HELP A/C Problems

I have a 1990 e30 325i. The a/c has a problem that I really can't figure out. The freon is full and pressurized, the clutch engages normally, but the air still comes out hot. Any ideas?

First things first,
Is cooling when engaged is working? ie. the the cooling compressor clutch engages the pulley to operate the compressor, if it is then what are the pressures of the 134a (freon) when running on the low side.
