Email from California Air Research Board in response to my inquiry about registering my E28. It's downright comical:

Keep in mind that in any other state it would be a breeze.

Hi Mark,

The California used direct import vehicle program applies to all vehicles that are 1975 and newer model year. The vehicle must also be 2 years or older. The EPA 21-year rule exemption does not apply in California. Under the California program, a vehicle is modified and tested to meet California emission standards for the year of the vehicle. The testing can only be performed by an Air Resources Board licensed laboratory. The vehicle must also comply with U.S. Department of Transportation (DOT) safety requirements. Once the vehicle passes the emission test, the laboratory will issue a Certificate of Conformance, which must be presented to the Department of Motor Vehicles at the time of registration.

Unfortunately at the moment there are no licensed laboratories available.

The following link provides information on direct import vehicles, which you may find useful:

Please let me know if you have any further questions.
