Bad actuators??

Hey there I'm new to the board and new bimmer owner as of a few days ago. I just picked up 1990 525i and loving it so far. I've been a Nissan enthusiast for a long time too. But having one problem that needs to be taken care of asap. I'm having problems with both the rear door locks. The driver side just will not move up or down manually or electronically, i've taken off the panel and checked for anything bent or hung up and it looks good. I'm guesing the actuator is bad since it's not clicking or moving at all, but I busted out the voltmeter yet... And passenger side rear door will lock manually and sometimes by electronically but wont unlock most of time unless sit inside and lock and unlock the front doors a bunch till it finally unlocks, i haven't taken that panel off yet but i'm just assuming the actuator is going bad also... So sorry for the super long post but are my assumptions right, are the actuators bad?
