I think what he means is that having an amp that put out slightly more than RMS of your sub is good (just don't turn it up all the way). Having a amp that can't reach your sub's recommended RMS is bad , because if you turn it up all the way and it starts clipping you will destroy a sub with distortion.
If you overpower a sub you will hear it because it will just start hitting the motor structure, you'll hear it before doing a lot of damage... distortion is a little tougher to hear without practice
