my brakes are all new but even before i changed them, as soon as i tap the brake pedal the light turns off

Thats a feature of the check control system. In order for the check control system to operate, you must activate the circuit. In this case actually turning on the brake lights which trip the silent relays and gives the check control what it wants to see to extinguish the overhead light.
