both pro-activ and accutane will do the trick, they're also both liver toxic and have an incredible amount of side effects. Could be ingrown hairs from using old razor blades, could also be a side effect from whatever shaving cream / products you are using. In either case, any type of antibacterial product will work. (i.e. rubbing alcohol.) Just don't put on too much as it will dry out your skin and do more damage than good. Also stay away from toothpaste, if a pimple happens to break and you get toothpaste on the wound, it will burn and leave a nasty scar there. Most importantly is to wash with warm water regularly and remove all oil from your neck everytime you happen to pass by a bathroom.
