Rear seat belt jammed

I haven't had any people sitting in the back of my car for a while. My bro went to go sit in the back passenger side and he noticed that the seatbelt wouldn't come out. It was jammed. Is there any way of fixing this?

my friend is having the same problem with his drivers seatbelt.
it is almost like the saftey lock thingy is on at that one point.
any body got ideas???
