why My front lights dont work??rpm gauge light died too

Am I allowed by law to open my RPM gauge and replace the bulb? My rpm gauge light died and it buggs me. I am scared to open it up and replace it. Is it hard to do it or I need to take my bimmer to a shop.

One more problem. When I turn on my front lights and I want to blink with high beams lights the ones beside my grill then I notice that my right front light does not work. What can be the matter?

1. yes you are allowed to open it by law.
2. how hard, well if you know how to take stuff out and in, shouldnt be a problem.
3. By law, you can only have 4 lights on at the same time, so when you turn on your highbeams your fogs turns off,
