You dont have manual features such as setting aperature and shutter on the S400. However you should be able to take good clear shots with the lighting shown in those shots.

I have the S400 myself and dont have issues, in the "Menu" turn the "Night" setting on which will have a long shutter time and therefore need to be set on something such as a "balcony" or tripod. I dont understand why youre shots are blurry if you had it set on the balcony and NOT moving.

Another idea is to set the timer on the camera to 2 seconds so that you make SURE that youre not shaking the camera when you press the shutter button, this could very well be the issue. This will give you the time to press it and leave it stable.
