"Wet sanding" is usually used to take out small scratches, inpurities on the car's surface by using 1200-2000 grit sandpaper, then finalizing it with a polish.
This will only work if a scratch is no deeper than the clearcoat. I really do not see how it could be done to the whole car since it's a VERY time consuming task. If you want to get your paint restored, take your car to a professional detailing shop, and make them detail your car.
