Paint care advice

Hi everyone,
my 525 is cosmosblack, stock, original paint, but with some nasty spots. Prior to going to a body shop, i'd like your advice! Dont be judgemental, my first vehicle

So...I've got:
- some white scuff marks , like 2-3 max size - thumb nail
- dozens of paint-chips, mainly on front, 75% without rust, but some with
- some rust on the from underdoors, thumb nail size
- weird old like drip marks down the doors

So, initially I've thought ordering OEM touch up paint. But no bodywork experience and the web recommendations let me to consider Dr. ColorChip.
I suppose it will deal with paint chips...

will it tackle the ones with rust though?
Also, I've read that claying and polishing might then take off the Dr.Colorchip...True??

And what are those oilish marks?

Finally, would Rustoleum rust paint do with my little rust? or should even this size be considered to strip, sand , repaint?

I hate ta tell ya but it look's to me like a complete paint job...guess you could wet sand and buff the areas that are not rusted and paint the rest but...?

I had a car with some paint issues and rust...I sand papered the rust off, but the paint was peeling and even when I tried to touch it up the paint kept peeling. Talked to a paint guy and he said the whole roof and door would have to be sanded down and repainted cause of the chipping.
