Question about cold air intakes?

Hello MaX members! So I've had my cold air intake (Carbonio) bought from Empowerd installed on my car (93' 320i) for some time now and it sounds amazing, recently my brother and I installed the same type of intake on his car (we bought two of the same one) but on his car (97' 328i) it sounds exactly the same as it did with the stock air box, did we do something wrong? Or does anyone have any idea what the problem could be? As always, thank you for your help guys!

P.S. When we installed it on my car we didn't read the manual, just installed it started it up and revved it right away, but for my brother's we read the manual, installed it, started it up let it sit for ten minutes untouched and then we revved it.
