Not necessary fishy, most likely it means the seller will ensure the car is certified when sold, the car does have a UK plate, the # shows up as registered to an E39.

Call if you really want a diesel e39 that's about as slow as it gets, the older version is between 110hp-140hp, it's the same as ones was in e34, only after 2000 they got the M57 which was 180-200hp.
