E36 DRL Module Problem

I've recently purchased an US 94 325is, and now looking to install daytime running light module onto the car in order to pass inspection. I've searched on various places and it seems that pre 95 is already wired for DRL and is just a matter of switching the us high beam relay out for the Canadian DRL module located under the steering column. Under there, I was only able to find an Bosch replacement relay under beside the brown crash alarm relay. I replaced the bosch relay with the canadian DRL module and switched the car to run position and nothing happened. I've also tried replacing the light beam relay inside the fuse box with is also the exact same bosch part found under the steering column. Any ideas on what the problem is? Here are some pictures.
