Oil on spark plugs

Pulled a few of my plugs to check condition and discovered that they're covered in oil. The oil appears mainly above the threads (i.e. outside combustion chamber) so I'm thinking maybe a valve cover gasket. Looks like evidence of some oil leaking at the gasket on the outside of the block. Have a look at the attached picture and let me know if you agree or if there's something else this may be.
